Williamson County and regional transportation update

Cynthia Long is a graduate of Texas A&M and was elected as Williamson County Commissioner for Precinct Two in November 2006.  Before being elected as County Commissioner, she worked in various technical positions before moving into IT management.  She started her own IT consulting company in 1997, which focused on information technology and project management. Her clients included companies in the US, Central and South America, and Europe.

Commissioner Long was elected twice to the Cedar Park City Council, served on the Cedar Park Planning and Zoning Commission as well as the Round Rock Medical Center Board of Directors.  She and her husband started their neighborhood association while living in their first home.  She helped start and was the founding Chairman of the Twin Lakes Family YMCA.  Currently, Commissioner Long serves on the Board of Trustees of the Cedar Park Regional Medical Center.

 

Commissioner Long is the longest serving member and was twice elected Vice-chair of the Capital Area Metropolitan Planning Organization (CAMPO) Transportation Policy Board and serves as Chair of the CAMPO Transportation Finance Committee.  She also serves on and is immediate past chairman of the Capital Area Planning Council of Government (CAPCOG) Executive Committee and the Strategic Advisory Committee for the 10 County Emergency Services District.  Commissioner Long serves as Vice-President of the Williamson County Conservation Foundation.

Commissioner Long has been married to her husband, Donn, for 29 years.  They are active members at Hill Country Bible Church, Lakeline Campus and have served in high school and adult ministry.  They have one daughter who will be a freshman at Texas State University in the fall.

Chaplain Rabbi/Cantor Marie Betcher

Chaplain Rabbi-Cantor Betcher was Ordained in 1999 as Cantor by Hebrew Union College in New York and later Ordained in New York as Rabbi in 2011. She has a Bachelor and Masters Degrees in Vocal Performance from Indiana University School of Music and Florida State University School of Music, respectively. She was asked to join the Cedar Park Police/Fire Chaplaincy by Chief Sean Mannix in 2013. She was also sworn and pinned as Chaplain for the Austin Police Department. She is proud to be a Swan Songs Board Member and a ChaplainUSA Board Member and Lonestar Social Services Chaplain.

She recently left a Reform Congregation in Cedar Park after serving for 12 years so she could pursue Chaplaincy and other interests. She has served both Conservative and Reform Congregations around the country (including Congregation Beth Israel, Austin). She served as Jewish Clergy for ASH (Austin State Hospital). She lectures for and participates in Interfaith services and events throughout Texas and all the cities she has lived.

She was on the National American Conference of Cantors Executive Board and is on the  Advisory Board of C Werx (Charitable/Community Service sponsored by T Werx in Cedar Park) and The Interfaith Arts Council (IAC).

She and her husband, Jonathan (a former Austin Police Sr. Officer) are both members of the Jewish Rifle and Pistol Club of Central Texas and are both active in their community.

She will be honored at the upcoming Care Communities Gala at One World Theatre receiving the Guardian Angel Award for 2017. She is also Co-Chair for the upcoming Swan Songs Serenade Gala at Riverbend Concert Theatre, Oct. 18, 2017.

She is now a proud member of the Cedar Park Rotary Club

As an Operatic performer, she has performed in Carnegie Hall, the Kennedy Center, and many other venues. She has concertized in Italy and England and sung with many Symphonies, including the Austin Symphony Orchestra.

Emergency Management: Participate in PUC-related homeland security activities. Contribute to State Homeland Security Implementation Plan, State Preparedness Report, State THIRA, and Energy Annex. Participate in emergency management activities as lead of the Commission's Emergency Management Response Team during activations of the State Operations Center coordinating all communications between the State and Utilities. Participate in the acquisition and use of geographic information system (GIS) information on electric utility infrastructure and service areas. Participate in the management of telecommunications numbering resources. Verify that all submitted Emergency Operation Plans submitted to the commission satisfy rule requirements.

Physical/Cyber Security: Stay up-to-date on cyber security, physical security, emergency management, and other homeland security issues as they affect the electric, telecommunications and water and sewer utility industries. Participate in investigations and the preparation of reports. Coordinate with NERC, TRE, NARUC, and state entities to share information and develop an accurate threat picture. Developed relationships with the Texas Air National Guard Cyber Command to perform outreach to utilities. Member of the Private Security Advisory Committee, NARUC Critical Infrastructure Staff Committee, and ERCOT sponsored working groups.

Collaboration: Analyze infrastructure issues and policies, formulate alternatives, and develop recommendations for Commission and/or legislative actions. Participate in and lead rulemaking projects as part of a team and conduct workshops and discussions with industry and other participants. Participate in activities conducted by the Electric Reliability Council of Texas (ERCOT), federal, and state agencies. Participate in legislative bill analysis related to physical and cyber security. Communicate with other State PUC staff to benchmark efforts in physical and cyber security.
